In 1979 President Jimmy Carter signed Executive Order |

12148 which put a new agency, FEMA, in charge of

all disaster relief |

the General Services Administration |

National Fire Prevention and Control Administration |
|
Federal Insurance Administration |
|
National Weather Service Community Preparedness Program |
|
Federal
Disaster Assistance Administration activities from HUD |

FEMA was also given the responsibility for overseeing the
nation's Civil |

Defense, a function which had previously been performed |

by the Department of Defense’s Defense Civil Preparedness
Agency. |

Following the September 11, 2001 attacks, President Bush |
|
created the Department of Homeland Security (DHS) |
| |
|
FEMA and DHS have been under intense citicism due to their
handling |
|
of the Hurricane Katrina disaster in 2005 |

Since Hurricane Katrina, critics have called for FEMA to be |
|
removed from the Department of Homeland Security. |
| |

The federal government wasted
literally billions of dollars responding |

to the disaster, dollars that
did little to help Katrina victims at all. |
